As a Local Exchange Carrier (LEC) providing telephone service in Maryland, the Maryland Public Service Commission requires your company to remit $.20 per subscriber land line to the State Comptroller of the Treasury. The purpose of this surcharge is to fund and underwrite the expenses associated with the operation and maintenance of the State’s telecommunications relay service and the equipment distribution program. The surcharge is required of all subscribers of switched local exchange access service.

The present surcharge is $.20 per access land line per month, an amount that has been in place since August 1997. [The current cap on the Maryland surcharge is $.45 per access land line per month.] CENTREX lines are assessed on a 6.5:1 ratio, and PBX systems are assessed per number of trunk lines at $.20 per trunk line per month. The fee should be described as UNIVERSAL SERVICE FEE on the subscribers’ telephone bills. Your company’s monthly remittance is required by the 15th of the month for the previous month of service. Example – for service in June 2008, the remittance is due July 15, 2008.

As a collection agent, you are entitled to a credit against the proceeds in an amount equal to 1.5 percent to offset your company’s expenses related to surcharge billing, collecting and remitting.

There is a new worksheet that is required to accompany your remittance check and should replace any former form you may have been using. Be sure to complete it accurately and include it with the check when mailing it to the Comptroller of the Treasury.
